Added verified personal credit transfers between existing GoOfficePH wallets.

Connected reseller credit sales and staff credit grants to the same role-aware Wallet workspace.
Added confirmation, idempotency, audit events, notification receipts, and non-negative balance enforcement for every Wallet transfer.

Prioritizes balance, send, receive, and recent receipts for short, interrupted mobile sessions.
Requires an exact verified GoOfficePH recipient address, an explicit confirmation, and recent sensitive authentication before credits move.
Keeps activity private to transaction participants and authorized administrators; it does not create a public social payment feed.
